Decent Homes Standard – Landlord Checklist
1. Health & Safety Compliance
✅ Check all properties against the Housing Health and Safety Rating System (HHSRS).
• No serious hazards (fire, structural, damp, mold, electrical, gas).
• Electrical systems inspected and certified (every 5 years minimum, or per current regulation).
• Gas appliances checked annually by a Gas Safe registered engineer.
• Fire safety measures in place (smoke alarms, carbon monoxide detectors, fire escapes).

2. Property Repair & Maintenance
✅ Ensure the property is in a reasonable state of repair.
• Roofs and chimneys structurally sound.
• Windows and doors intact, secure, and weatherproof.
• Walls, ceilings, and floors free from major defects.
• Kitchens and bathrooms functional, safe, and not beyond expected lifespan.
• Heating systems working efficiently.

3. Modern Facilities
✅ Confirm homes have reasonably modern facilities.
• Kitchens less than 20 years old or functioning equivalent.
• Bathrooms less than 30 years old or functioning equivalent.
• Adequate storage, lighting, and ventilation.
• Safe and efficient heating system.

4. Thermal Comfort
✅ Ensure homes provide a reasonable degree of thermal comfort.
• Efficient heating system installed.
• Adequate insulation (walls, roof, floors if applicable).
• Windows and doors adequately prevent heat loss.
• Tenants can maintain a comfortable indoor temperature without excessive cost.

5. Tenant Engagement & Documentation
✅ Keep tenants informed and maintain records.
• Record all maintenance and improvement works.
• Notify tenants of planned improvements or major repairs.
• Consult tenants on major refurbishment or housing transfer plans.
• Keep inspection and compliance certificates (gas, electrical, fire safety).

6. Review & Audit
✅ Regularly review all properties to ensure ongoing compliance.
• Schedule annual inspections of property condition.
• Review Decent Homes compliance at least every 5 years or when major works are completed.
• Address any deficiencies promptly to meet the Decent Homes Standard.
